TCEQ Rule Amendments, Operator Training
TCEQ has revised rules in the underground storage tank (UST) program. The new rules came into effect March 17, 2011, with compliance required beginning in August 2012. The rule adds
the subchapter that defines the operator training required for UST systems.
Owners or operators will now need to identify and designate at least one named individual for each class of operator (A, B, & C) per UST facility, including unmanned facilities.
A single person may hold A, B, and C ratings since every site MUST have one or more employees with each rating.
This amendment requires that at least one certified operator must be present at a UST facility during hours of operation, except when it is unmanned.
Training will be available in a variety
of ways and will be required to be
renewed every three years. A class "C" operator will need to know how to use an emergency shut-off device. A "B" level operator will supervise "C" level operators, and have site-specific
knowledge of tank systems and basic operating information. An "A" level operator will supervise both "B" and "C" operators, and has more knowledge of all the company’s operations ranging
over many UST locations.
